'Three causes [act] at the point of arising' means that the three causes—similar-cause, universal, and fruition—exercise their activity at the stage of arising. 'At the point of arising' refers to future dharmas; residing at the characteristic of arising, because arising is present before them, it is called the point of arising. Because the effect-dharmas projected by these three causes reach the characteristic of arising, they exercise the function of giving effect. These two lines above complete the explanation of the causal condition.
