The commentary states: The preceding seven stations of consciousness, together with the heaven of the peak of existence and the non-ideational realm, are designated as nine. Because sentient beings find joy and delight in dwelling only in these nine, they are established as abodes of sentient beings; all other places are not, because they do not delight in dwelling there. "Other places" refers to the various evil destinies, where sentient beings do not dwell out of their own delight, but are forced to stay by the rākṣasas of bad karma; hence, being like prisons, they are not established as abodes of sentient beings. In the fourth dhyāna, with the exception of the Non-Ideational Heaven (Asaṃjñisattva), the remaining eight heavens are not abodes of sentient beings, as explained under the stations of consciousness.
