義云：若意識以心藏色為意根者，一切時應無決擇隨念分別、唯有自性分別，如五識故。

The meaning is: If the mental consciousness took the physical heart as its mental faculty, then at all times it would lack decisive and recollective conceptualization and possess only intrinsic nature conceptualization, just like the five consciousnesses.
