婆沙解云：彼先已造，感中有業，雖無往來，亦受中有，業力所引，必應起故。

The *Vibhāṣā* explains: That person has previously created karma that induces an intermediate existence, so although there is no going and coming, they also receive an intermediate existence; because it is drawn by the power of karma, it must inevitably arise.
