六、依持中，或不由造作者，則劫初成非人功作。宮殿化起者，如六天中復隨福業宮殿自起。安穩依持者，謂城等，七攝事中。

Sixth, among the supports, "either not through human effort" refers to the beginning of the eon being formed not through human labor. "Palaces arising through transformation" refers to, as in the six [desire] heavens, palaces also arising spontaneously in accordance with meritorious karma. "Secure support" refers to cities and so forth, among the seven subsumed affairs.
