答：以非對礙故此除之。一切色聚乃至唯有餘界者，若據種子而說，則五色根中有十四色法種子，造根四大之中亦爾。

Answer: Because it does not possess resistance, it is excluded here. Regarding 'all aggregations of form, up to having only the remaining elements': if explained in terms of seeds, then within the five physical faculties there are the seeds of fourteen material dharmas; within the four great elements that produce the faculties, it is also thus.
