未曾得者，今創得故，十地已還，有漏應斷，斷緣縛故，佛眼無漏，不應斷也。

"Never having attained" means it is newly attained now. Below the tenth stage, the tainted is to be abandoned because the bondage of conditions is severed; the Buddha eye is taintless and is not to be abandoned.
