三、爾時有智有力下，明戒師近方便。測云：此中戒師遠方便義有文無，所得知有者，別行戒本中正說戒即遠方便，故知義有。然此一段文下者擇是非中說，故此不論。

Third, from 'at that time, wise and powerful' onward, explains the preceptor's proximate expedient. Ce says: here, the preceptor's remote expedient exists in principle but is absent in the text; what allows us to know it exists is that in the separately circulated Prātimokṣa the direct recitation of the precepts is indeed the remote expedient, so we know it exists in principle. However, this section of text is discussed below under discriminating right from wrong, so it is not discussed here.
