解云：此假說而論，據實不生，婬戒中，出家菩薩一切不應行者，在家得行，出家菩薩為護世間誹謗重故制而不許，妄語中云為多有情解脫命難故說妄語。

Explanation: This is discussed hypothetically; according to reality, they are not born [there]. In the precept on sexual misconduct, that which should not be practiced at all by renunciant bodhisattvas may be practiced by lay [bodhisattvas]; for renunciant bodhisattvas, because guarding against the grave slander of the world is paramount, it is restricted and not permitted. In the precept on false speech, it says that for the sake of liberating many sentient beings from life-threatening danger, one speaks false speech.
