第二學大未精捨大學小，基云：何故不云若於菩薩藏已精粹究方學聲聞藏非是違犯也？答曰：以菩薩但有日分三時學，未有於菩薩已精碎究捨大學小義。故於次下，戒時總開無犯，日分三時，上分修佛語，一分學外論，即小乘與外論俱，下開中義等也。

Second, studying the Small [Vehicle] while having abandoned the Great before being proficient in studying the Great. Ji says: Why does it not say that if one has already mastered and investigated the Bodhisattva Basket and only then studies the Śrāvaka Basket, it is not an offense? The answer is: Because bodhisattvas only have the practice of studying during the three divisions of the day, there is no principle of abandoning the Great to study the Small after having already mastered and investigated the Bodhisattva [Basket]. Therefore, directly below, when dealing with the precept, it generally permits it as non-transgression: dividing the day into three periods, during the upper period one cultivates the Buddha's words, and during one period one studies external treatises; that is, the Small Vehicle and external treatises are concurrent, which is equivalent to the meaning in the lower permission.
