言於性苦上更增是苦者，一切有漏法以行苦為性，即此性苦上增苦苦壞苦故云也。

The words 'further increasing this suffering on top of inherent suffering' mean: all tainted phenomena have the suffering of conditioned existence as their inherent nature; on top of this inherent suffering, the suffering of suffering and the suffering of change are increased, which is why it is said.
