[Woncheuk] says: Two explanations from the West are recounted. One says: The three characteristics have no before or after. Therefore, the arising characteristic of the unobstructed path is when the afflicted phenomenon ceases; this does not mean that the two phenomena are simultaneously manifested together. One says: The three characteristics have a before and after—namely arising, persisting, and changing. The characteristic of arising is simultaneous with the characteristic of persisting; therefore, when the persisting characteristic of the afflicted phenomenon [is present], the unobstructed path is at the characteristic of arising, both being in the present time, because its three characteristics are all within a single present kṣaṇa. The fourth characteristic, cessation, is in the past; hence it is said that "each and every kṣaṇa," and so forth.
