義曰：此法滅則此法生時，如稱兩頭平等，故一剎那有生有滅。
The meaning is: When this phenomenon ceases, it is when this [other] phenomenon arises, just as both ends of a balance are equal; thus a single kṣaṇa has both arising and ceasing.
