The meaning is: There are two senses. First, persisting is subsumed under change, because persisting resembles the unconditioned; furthermore, if one hears that phenomena persist, one's mind of revulsion toward the conditioned will not be vigorous; moreover, persisting is able to pull along the subsequent arisen phenomenon but has no efficacy toward cessation; hence persisting is subsumed under change. Second, it is said that change is subsumed under persisting, because persisting has function within its own kṣaṇa; that which has already arisen and not yet disintegrated is called "persisting"; thus it has function. Change is spoken of as changing from the preceding phenomenon, and has no efficacy regarding its own moment; hence change is subsumed under persisting.
