11.266

義曰，以住中亦有生故，以生時有住等故，故大生生八法等，是故遮遍。

The meaning is: Because within persisting there is also arising, and because at the time of arising there is persisting and so forth, so that major arising gives rise to eight phenomena and so forth; therefore the exclusion is universal.
