11.81

義曰：由四緣方名大悲，九地以前菩薩雖有緣甚深行苦及猛利作意二因緣，無長時習及極清淨因緣故，由長時習等三緣故，極清淨要第十地等故，故九地已還菩薩不名大悲。

The doctrinal meaning states: It is only called great compassion by virtue of four conditions. Although bodhisattvas before the ninth bhūmi have the two causal conditions of taking the profound suffering of conditioning as an object and having intense mental application, they lack the causal conditions of long-term practice and extreme purity. Because of the three conditions such as long-term practice, and because extreme purity requires the tenth bhūmi and so forth, bodhisattvas up to and including the ninth bhūmi are not called [possessors of] great compassion.
