12.73

及即於彼乃至皆悉成熟者，是第五句，謂即以意樂正願為能攝，正念慧行等是所修起念慧慚愧等，諸勝德中念慧在初，故言念慧為上首。

"And regarding that... up to... they are all brought to maturity" is the fifth clause; that is, the aspiration and correct vows serve as what takes hold, and the practice of correct mindfulness and wisdom and so forth are what is cultivated. Giving rise to mindfulness, wisdom, shame, and remorse and so forth, among all the superior virtues mindfulness and wisdom are at the forefront; hence it says that mindfulness and wisdom are foremost.
