A second master explains: This text is indeed the correct standard; manas is constantly present at all times, but according to the Abhidharma[samuccaya] it does not operate during the three states. There is also an explanation that because the seventh consciousness jointly gives rise to grasping at both personal and phenomenal selves, when practitioners of the two vehicles enter the three states such as the taintless contemplation, manas with personal grasping does not operate; when bodhisattvas enter the three states such as the noble path of contemplation on phenomenal emptiness, manas with phenomenal grasping does not operate. During these two periods, when personal grasping is absent, phenomenal grasping remains; and when both grasgings are absent, taintless manas arises.
