義曰：初起善惡必由意引，若已引者，更不須引，故於後時，眼還生善。

The doctrinal answer is: The initial arising of wholesome and unwholesome must be induced by the mental consciousness; if it has already been induced, it does not need to be induced again. Therefore, at a later time, the eye consciousness still gives rise to wholesome.
