14.61

自下第三明處中業，身語意業雖善，非是律儀，以不要期求涅槃起故，雖起眾惡，而不要期一期活命故，非惡律儀攝。

From here below, the third explains intermediate karma. Although bodily, verbal, and mental karma may be wholesome, they are not moral restraint, because they do not arise from a pledge seeking nirvāṇa. Although many evils may arise, because they do not pledge a lifelong livelihood, they are not subsumed under bad moral restraint.
