14.65

此有兩解。一云，律儀戒離惡增勝故，得名律儀。餘二處中，又云：俱名律儀，攝善利生竝可軌持，故名律儀。

There are two explanations for this. One says: Because the precept of moral restraint is preeminent in abandoning evil, it obtains the name 'moral restraint', while the other two are intermediate. Another says: They are all called 'moral restraint'; since gathering wholesome qualities and benefiting sentient beings can both serve as standards and uphold, they are called 'moral restraint'.
