測云：今依此文苦集二諦，一體義分還同薩婆多解，今云集必是苦，未是必集，但以集必是苦，故云既遍知苦即遍知集，由彼苦諦集諦故。

Ce states: Now, following this text, the division in meaning of a single entity for the two truths of suffering and origin is still the same as the Sarvāstivāda explanation. Here it is said that origin must be suffering, but [suffering] is not necessarily origin; merely because origin is necessarily suffering, it says, "once suffering is thoroughly known, origin is immediately thoroughly known," since that truth of suffering is the truth of origin.
