16.24
第一解義增上義是根義者，婆沙亦云：雖一切有為，皆有增上。然勝者立根，如人主、天主等。
The first explains the meaning: the meaning of predominance is the meaning of a faculty. The *Vibhāṣā* also states: 'Although all conditioned dharmas possess predominance, the superior ones are established as faculties, just as a lord of men or a lord of devas.'
