初云欲界一切者，此據多人、或一人，始終容可得有二十二根。備、景師云：向下文勢，多約現行相續起者說名成就。

First, as for "all of the desire realm": this is based on a multiplicity of persons, or on one person, who from beginning to end can permissibly have the twenty-two faculties. Masters Bei and Jing say: The momentum of the text below mostly speaks of accomplishment in terms of that which arises actively and continuously.
