17.103

言設有染心起欲樂。即於是處業不現行而得究竟等者，此人發心欲殺彼人，人聞怖或自刑死，雖業不行而得究竟，故非業道。

Regarding the statement, 'suppose there is a defiled mind and one gives rise to desire and pleasure, directed precisely toward that locus, yet the karma does not actively manifest and culmination is reached, etc.': this person gives rise to the mind to kill that person, and the person, hearing of it, is frightened or commits suicide; although the karma was not actively performed, culmination is reached, hence it is not a course of karma.
