言最初四隨煩惱者，所謂諂誑矯詐，依戒違犯無慚愧者，犯戒之人必無慚愧。

Regarding 'the initial four secondary afflictions': namely, deceit, guile, pretense, and fraud; 'dependent on transgression of morality, shamelessness and lack of conscience': one who breaks morality is bound to have neither shame nor conscience.
