18.248

言所有安立，一切遍行麁重所攝亦名麁重，是行苦性者，謂於彼彼三性諸行，遍與煩惱及與眾苦為所依處，即有煩惱不調柔性，遍三性行隨逐不捨令行不安成行苦性，又彼諸行生彼苦苦壞苦之時，復有二苦不調柔性隨逐彼行令行不安，亦名行。

Regarding "All established phenomena, subsumed under all-pervading coarse heaviness, are also called coarse heaviness and constitute the nature of the suffering of conditioned existence": in those respective conditioned phenomena of the three natures, they universally serve as the basis for afflictions and manifold sufferings; that is, the unpliant nature of afflictions universally follows without departing across the conditioned phenomena of the three natures, making conditioned phenomena unpeaceful and establishing the nature of the suffering of conditioned existence. Furthermore, when those conditioned phenomena give rise to the suffering of suffering and the suffering of change, the unpliant nature of the two sufferings also follows those conditioned phenomena, making conditioned phenomena unpeaceful; they are also called conditioned phenomena.
