彼云：佛為小乘人說有眾生，不住於性永不般涅槃故，於此生疑起不信心。
That [treatise] states: for the sake of followers of the Hīnayāna, the Buddha said that there are sentient beings who do not abide in the nature and will eternally never enter parinirvāṇa; therefore, regarding this they give rise to doubt and generate disbelief.
