解云：此中且約六識受而作是說。言普能發起十五無義者，若依小乘藏論十用，正理十六并如彼中。十五文相可解。

The explanation says: Here, it is provisionally stated with reference to the feelings of the six consciousnesses. As for the statement 'being universally able to initiate fifteen meaningless things': if based on the Hīnayāna, the Abhidharmakośa has ten functions and the Nyāyānusāra has sixteen, all of which are as stated there. The textual meaning of the fifteen can be understood.
