解云：正思惟正見但就別境數建立，即就一慧對治邪見及邪思惟，義立於二，亦可就慧立正見就思立正思惟，所依有異能依亦異。

The explanation says: Right thought and right view are established merely in terms of particular mental factors; that is, in terms of a single wisdom counteracting wrong view and wrong thought, two are established conceptually. Alternatively, one may establish right view based on wisdom and right thought based on intention; their bases differ, and that which relies on them also differs.
