二十一與七作意相攝。二現觀，非作意攝者，謂思及戒戒是色法故非作意，思在欲界作意在定地故也。

Twenty-first, their subsumption under the seven mental applications. Regarding "two direct realizations are not subsumed under mental applications": this refers to reflection and morality; because morality is a material dharma, it is not a mental application; reflection is in the desire realm, whereas mental application is in the concentrated levels.
