21.17

解云：自有二義。一者、別論因果，唯有妙覺名妙來地，如此中說；二者、攝因屬果，妙覺等覺并名佛地。如彼經說：既有二義，故無相違。

The explanation is: There are two meanings. First, discussing cause and fruition separately, only Wonderful Enlightenment is called the stage of the Tathāgata, as stated here. Second, subsuming the cause into the fruition, Wonderful Enlightenment and Equal Enlightenment are both named the Buddha-stage, as stated in that sūtra. Since there are these two meanings, there is no contradiction.
