下令分別根本處事中六得方便得中十二事因果相生，對論可知。言順退分行、順進分行隨其所應者，皆通染淨，或感善趣或感惡趣也。

Below, it causes differentiation between the six matters in the fundamental bases and the twelve matters in the means of attainment, which generate one another as cause and effect; when examined comparatively, this is understandable. As for "practices conducive to decline and practices conducive to progress, as appropriate": they both apply to the defiled and the pure, either inducing good destinies or inducing bad destinies.
