解云：據地獄受苦之極，彼中起憂亦名為苦，故言唯苦現行，今據憂苦六識起別，故云憂苦遍也。

Explanation: Based on the hells experiencing the culmination of suffering, the arising of grief therein is also called suffering, so it says that only suffering actively manifests. Now, based on the distinction of the arisings of grief and suffering across the six consciousnesses, it therefore says "pervaded by grief and suffering."
