22.67

於有般涅槃無般涅槃中但說般涅槃人，已入佛法正法者，非未入，除有障礙無三乘性人，取無有障礙者，亦具縛者、不具縛、非無縛者，以經中勸云：應當安住修學勝利故知非無縛人，唯人非天，無出家法，故非比丘，故除天也也。

Between those who attain parinirvāṇa and those who do not attain parinirvāṇa, it speaks only of persons who attain parinirvāṇa, those who have already entered the Buddha's true Dharma, not those who have not entered; excluding those with obstacles who lack the nature of the three vehicles, it takes those without obstacles; also those fully bound, those not fully bound, but not those without bonds, because the sūtra exhorts: "One should peacefully abide and cultivate the benefit of training," hence we know they are not persons without bonds; they are solely humans and not devas, for [devas] lack the Dharma of renunciation, hence they are not bhikṣus, and so devas are excluded.
