順樂受業者，前三靜慮及欲界善業，順苦受業，謂能招感惡趣生業，下不盡業義論自分明，於鬼傍生亦有感樂受業，略不明欲界天人亦有感苦受業。

"Karma leading to pleasant feeling" refers to the wholesome karma of the first three dhyānas and the desire realm. "Karma leading to painful feeling" refers to karma that can bring about rebirth in the bad destinies. The meaning of karma not exhausted below is clear in the treatise itself: among ghosts and animals there is also karma that brings about pleasant feeling, and it merely does not make clear that humans and devas of the desire realm also have karma that brings about painful feeling.
