次解罪遍知，中言等運者，有釋：約一約多眾生，或約多時總犯名等運，平等運轉俱犯故。更解：約人約時不定，罪相同故，名等運，人時不定名別制立，名非等運。

Regarding the phrase 'equal application' therein, one commentary says: Transgressing in common with respect to one or many sentient beings, or with respect to multiple occasions, is called 'equal application', because they operate equally and are committed together. Another explanation: With respect to persons and occasions being indefinite, because the characteristics of the offense are the same, it is called 'equal application'; when persons and occasions are indefinite and designated individually, it is called 'unequal application'.
