寂靜作意謂最初安心於內者，此思慧位等持安心，毘鉢奢那而為上首者，謂修慧位所修等引，由勝解思擇作意故淨修智見者，慧為方便滿成慧故，由寂靜作意故生長輕安者，定為方便定成滿故。

Regarding 'the tranquil mental application', which means 'initially steadying the mind within': this is meditative concentration steadying the mind in the stage of wisdom derived from contemplation. 'With vipaśyanā as foremost' means the meditative equipoise cultivated in the stage of wisdom derived from cultivation. 'Because of the mental application of discernment through resolute faith, one purely cultivates knowledge and vision' means that with wisdom as the means, wisdom is brought to complete fulfillment. 'Because of the tranquil mental application, pliancy is produced and increased' means that with concentration as the means, concentration is brought to complete fulfillment.
