Regarding "Because it is exceedingly remote, none can skip over a third meditative attainment, with the sole exception of the Tathāgata, etc.": this is stated in terms of those who have mastery in skipping over all levels. Those prior to the seventh stage as well as the pāramitā-śrāvakas are also capable of skipping over two levels up to seven levels. When Mahāmaudgalyāyana entered the attainment of the sphere of nothingness and heard sounds of elephants and so forth, he then emerged from it and skipped over multiple levels. Fascicle Sixty-Three explains this matter in full. Furthermore, based on mastery in skipping over all levels, it refers to buddhas and non-retrogressing bodhisattvas; although other people may skip, they cannot skip multiple levels. If one skips dhyānas spontaneously, everyone can do so, such as transitioning births across the nine levels and Mahāmaudgalyāyana; therefore, this is not discussed here.
