又修行者下，第二番釋。即是初修行人，學作此觀（基云：謂諸凡聖有學）言：由彼果空至思惟內空者，此初行者，別觀無學之人，於外五欲空無煩惱，別觀無學之人，於自內身空無煩惱。

From "furthermore, practitioners…" onward is the second set of explanations. This refers to initial practitioners, who learn to perform this contemplation (Kuiji says: this refers to ordinary beings and noble trainees). The statement "from the emptiness of that fruit up to reflecting on internal emptiness" means that this initial practitioner separately contemplates that a person beyond training is empty of defilements with respect to the five external sensual desires, and separately contemplates that a person beyond training is empty of defilements with respect to their own internal body.
