解云：火災從下向上地見生怖，水從上向下雖見不怖。若依婆沙評曰：怖別有自性，是心所攝唯在欲界，乃至羅漢亦有怖，唯除如來。

Explanation: When the fire disaster goes from below upward, seeing it causes fear to arise; when water goes from above downward, although seeing it, they are not afraid. If according to the evaluation of the *Vibhāṣā*: fear has a separate intrinsic nature; it is subsumed under mental factors and exists only in the desire realm; even an arhat still has fear, only the Tathāgata being excepted.
