如攝論中解：生於邊國及以達須蔑戾車者，備云：番夷諸國，名為達須。達須之中，不信三寶，習染惡業，名蔑戾車。

Regarding the explanation in the Mahāyānasaṃgraha: 'Born in border countries and as dasyus or mlecchas,' [Master] Bei says: 'The barbarian lands are called dasyu. Among the dasyus, those who do not believe in the Three Jewels and practice defiled evil deeds are called mlecchas.'
