由彼成就如是八支下，結由八支故得善能諫舉他等。俱基公云：由彼成就如是八支者，謂即又此言論應時而發以下是，或前初解善能諫舉中八者是。

Under 'Because they have accomplished these eight factors...', it concludes that through the eight factors, one is able to skillfully admonish and raise [faults] of others and so forth. Both Master Ji and others say: 'Because they have accomplished these eight factors' refers to what follows 'Moreover, this discourse is delivered in a timely manner', or it refers to the eight [factors] in the initial explanation of being skillfully able to admonish and raise [faults].
