力勵運轉作意者，謂初修業人未得色界定心，但於欲界聞思散心力勵安心於內安住等住，或於諸法無倒簡擇，乃至未得所修定地作意。

'Mental attention operating with forceful exertion' means that a beginner who has not yet attained a concentrated mind of the form realm, but only with a distracted mind of hearing and reflection in the desire realm, forcefully settles the mind internally in calm abiding, continuous abiding, and so forth, or non-erroneously selects among phenomena, up until they have not yet attained mental attention of the cultivated stage of concentration.
