無功用運轉者，謂加行究竟果作意，即是離欲。第九解脫之果，已離欲竟於欲界惑更無功用。

"Effortlessly operating" refers to the mental engagement of the fruition of preparation's culmination; that is, freedom from desire. As the fruition of the ninth liberation, once freedom from desire is accomplished, one is without further effort regarding the afflictions of the desire realm.
