二、串習加行者，於止觀品曾多習乃至至少分，非於一切觀行皆初修業，所以者何下，舉初修業顯曾串習。

Second, "preparatory application of repeated habituation": having practiced much in the category of serenity and insight, down to at least a small portion, not being a beginner in all practices of contemplation. Why is this? Below, it cites beginners to illustrate having previously practiced repeatedly.
