次明法施，其彼彼此世他世等者，於彼三世離惡行善事中作不請之友慈心恒說。

Next, explaining the gift of the Dharma: 'to this or that [person] in this life or the next life,' and so forth, means that regarding their actions of abandoning evil and practicing goodness throughout the three times, one acts as an unasked friend and constantly speaks with a mind of loving-kindness.
