泰云：名言能詮法，意能分別法，尋俱麁意亦能分別法，分別法義似若名言故名意言。又解：言是思惟言非是語言，意興思性名言俱行故名意言。

Tai says: Name and phrase can express phenomena; mind can differentiate phenomena; coarse mind associated with investigation can also differentiate phenomena; differentiating the meanings of phenomena resembles nominal expressions, hence it is called 'mental speech'. Another explanation: 'Speech' refers to the speech of reflection, not verbal language; the mind runs together with thinking-nature nominal expressions, hence it is called 'mental speech'.
