Ce says: According to the text of the Viniścayasaṃgrahaṇī, there are three turnings of the Dharma wheel: first, the Dharma wheel of the Four Truths, such as the four Āgamas and so forth; second, the signless Mahāyāna, referring to sūtras such as the Pañcaviṃśatisāhasrikā Prajñāpāramitā, which merely teach the signlessness of the imagined nature; third, the definitive meaning (nītārtha), which is the Saṃdhinirmocana-sūtra and others, fully expounding the three natures. Based on these texts, there are two interpretations in the Western region [of India]. Bodhisattva Bhāviveka said: The various sections of Prajñā are called definitive meaning, because they teach that all dharmas are ungraspable; the Saṃdhinirmocana-sūtra is called non-definitive, because it establishes the three natures and does not teach that all are empty.
