加行者，為欲獲得初地已上諸勝義利，遂怖惡道及惡名稱，二種怖畏在地前，以未離惡道怖故。

Regarding 'preparatory application': out of a desire to attain the various supreme and noble benefits of the first bhūmi and above, one consequently fears the bad destinies and bad reputation; these two kinds of fears exist prior to the stages, because one has not yet parted from the fear of the bad destinies.
